Electronic Business Permit and Licensing System

eBPLS (electronic Business Permit and Licensing System) is a software product and web application that enables Local Government Units (LGUs) to process business applications electronically. This system standardizes the business process flow in the application of business permit and licenses and provides a faster turnover time in the processing. The tedious manual processes that required much applicant follow-ups are replaced by a system that enables applications, queries on approval status, as well as, remaining tax dues. It also supports Community Tax Certificate (CTC) processing required by every LGU.

Processing of other types of permits: Fishery, Motorized, Occupational, and Peddlers, is also included in the system.

The collections on business permits and licenses, being the primary source of income of LGUs, lay the foundation from which the plans and programs of a city or municipality are established.

System Objectives

Designed to effectively support the implementation of a sound tax collection system, the computerized information system supports the need to generate desirable revenue for the local government unit. It is likewise vital for the formulation of plans and policies for the proper management of the LGU and its constituents. Its component function achieve the following objectives:

General:

To establish a computer-based business permits and licensing system that will not only effectively enhance the business tax collection performance of the LGU and support the need for information vital to the monitoring of delinquent and inactive business enterprises, but also, and more importantly, uplift the quality of service being rendered to the public.

Specific:

• To provide effective control measures and ensure the accuracy and integrity of business and collection data

• To provide user-friendly, computer assisted modules and streamline procedures to facilitate the processing time of business permits.

• To generate timely and accurate operational and management reports to efficiently monitor delinquent and inactive/retired business enterprises and assess collection performance

• To hasten the processing of all applications for business license and other such transactions, thereby improving the quality of service accorded to LGU constituents
